What does recovery mean?

The EU Waste Framework Directive distinguishes recovery from disposal by the operation’s principal result. The useful-purpose function is the point: waste replaces other material or is prepared to fulfil that role.

Recovery is not the same as disposal, and recycling is one recovery route rather than the whole category. California ELV/salvage context: the US layer is state-specific, using California Vehicle Code definitions for automobile dismantler, total loss salvage vehicle, nonrepairable vehicle, and acquisition notices. Do not present this as a unified US federal ELV regime or merge it with EU, UK, India, China, or Türkiye ELV definitions. WSR context: Regulation (EU) 2024/1157 defines actor, authority, country, route, shipment, and illegal-shipment terms for movements of waste destined for recovery or disposal. Keep this waste-shipment layer separate from ordinary transport, product-import, customs, and facility-operation meanings.
